NO on Amendment 3: Known as the “All Voters Vote” citizens’ initiative –and marketed as simply opening up Florida’s primary elections–Amendment 3 will actually abolish party primary elections and make it easier for special interest groups and individuals to manipulate the elections process.

• This Amendment re-writes our Constitution to completely change Florida’s elections for Governor, Cabinet, and State Legislature.  It will insert confusion and chaos and undo a system that has worked fairly for years, all in an effort to benefit consultants and special interests.

• Amendment 3 will create a new “primary” election where an unlimited number of candidates from every party may appear on the ballot.  All voters will vote in this “primary” election and then the “top-two” vote getters (and only those candidates) will move to the General Election.

• This new system of voting shuts out political party grassroots voters from choosing who will serve as their party nominee, nearly guarantees that third-party or NPA candidates will not appear on the General Election ballot and could result in a General Election with only candidates from one major party.

• Reports from the Legislature’s Financial Impact Estimating Conference show that this Amendment will also be costly to local governments at costs ranging between $5.2 million – $5.8 million during the first three election cycles.

• This Amendment is costly, makes elections more expensive and will charge taxpayers millions to make us vote like they do in liberal states like California and Washington.

• Most important is that it will eliminate the ability of grassroots Republicans to nominate the candidate of their choice, limit every voter’s choice at the General Election, and can be more easily manipulated by special interests and political consultants.

• Similar attempts/experiments in liberal states like Washington and California have failed.

That is why we are recommending a “NO” vote on Amendment 3.

Economy
Under President Trump we achieved record economic success and will do so again.
• Before our record economic success was artificially halted by a global pandemic,
President Trump built the hottest economy in the world.
o In May, 2.5 million jobs were added, far better than the predicted jobs loss of 8.5
million.
• The unemployment rate was much lower than anticipated and dropped from the
previous month’s figure.
• The NASDAQ recently hit a record high, topping 10,000 for the first time ever.
• In 2019, 2.1 million new jobs were created.
o In 2019, 1.5 million jobs were added for women. This accounts for more than
50% of total jobs for the first time ever.
• Under President Trump, 5.6 million people have come off food stamps.
• Since President Trump took office 2.4 million Americans have been lifted out of poverty.
• 1.4 million American children have been lifted out of poverty.
• The stock market has reached record highs under President Trump.
• Under President Trump’s leadership, Congress passed historic tax cuts and relief for
hard-working Americans. The Tax Cuts and Jobs Act is the first major tax reform signed
in 30 years and the largest tax reform package in history.
• As a result of the historic tax cuts, nearly 9,000 Opportunity Zones were created in all
50 states, DC, and 5 territories. Opportunity Zones will spur $100 billion in private
capital investment and impact nearly 35 million Americans.
• The Tax Cuts and Jobs Act doubled the Child Tax Credit.
o In tax year 2019, nearly 40 million families benefitted from the child tax credit
(CTC), receiving an average benefit of $2,200 – totaling credits of $88 billion.
o In tax year 2019, nearly 6 million families benefitted from the child and
dependent care tax credit (CDCTC), receiving an average benefit of $551 –
totaling credits of $3 billion.
• President Trump has rolled back unnecessary job-killing regulations at a historic pace.
o The Administration has cut nearly 8 regulations for every new rule.
o This far exceeds the promise made to cut 2 regulations for every 1 regulation
added.
o Regulatory costs have been slashed by nearly $50 billion and have saved
taxpayers $220 billion once actions are fully implemented.
o The deregulation efforts will save American households an estimated $3,100 per
year.
o President Trump took action to increase transparency in Federal agencies and
protect Americans from administration abuse.
o The Administration formed the Governors’ Initiative on Regulatory Innovation
which aims to better align state and Federal efforts to cut additional unnecessary
regulations and costs.

Coronavirus Response
President Trump and the White House Coronavirus Task Force are leading an unprecedented,
comprehensive, and aggressive whole of America approach to slow the spread of the virus.
• The Administration’s response began early. In January 31, President Trump declared
the coronavirus a public health emergency and suspended entry into the U. S to help
stop the spread.
• President Trump, the CDC, and the White House Coronavirus Task Force, headed by
Vice President Pence, released guidelines for all Americans to follow.
• On March 13, President Trump declared a national emergency which granted access to
$42 billion to fight the coronavirus.
• For the first time, President Trump declared that a major disaster exists within all 50
states at once.
• The White House announced President Trump donated his fourth quarter salary to fight
the coronavirus.
• U.S. tax filing deadline was moved to July 15.
• On March 27, President Trump signed the bipartisan $2 trillion Coronavirus Aid, Relief,
and Economic Security (CARES) Act into law. The CARES Act is providing much needed
relief to our small businesses and workers and helped stabilize the economy.
Highlights:
o Direct assistance to families and workers through recovery checks. Individuals
were eligible for checks up to $1,200 and married couples filing jointly are
eligible for checks up to $2,400, with an extra $500 for each child.
▪ Millions of Americans received Economic Impact Payment checks.
o The CARES Act strengthens and expands unemployment insurance for
Americans who cannot work due to the coronavirus disaster.
o Included in the CARES Act was the Paycheck Protection Program (PPP), a billiondollar program that provides 8 weeks of cash flow assistance to small
businesses.
▪ The Paycheck Protection Program (PPP) saved millions of jobs and
delivered over 4.2 million loans totaled at over $670 billion.
▪ Many economists credited the PPP with helping to jumpstart our great
American comeback.
o Additional funding in the CARES Act:
▪ $17 billion in small business debt relief.
▪ $45 billion for the FEMA disaster relief fund.
▪ $19 billion for the Department of Veterans Affairs to support our
veterans.
▪ $100 billion for hospitals and health care providers.
▪ $16 billion for personal protection equipment (PPE), ventilators, and
medical supplies.
▪ $4.3 billion for the CDC.
• The President built the strongest economy in the world and he will do so again.
• Over 18 million tests have been completed in the United States, far more than any other
country.
• Vaccine candidates and therapeutics are rapidly being developed. The President cut red
tape and launched “Operation Warp Speed” to develop a vaccine as quickly as possible.
• The FDA approved an antibody test.
• President Trump has led the largest national mobilization since World War II to deliver
Personal Protective Equipment (PPE) and supplies.
o More than 90 million N-95 masks
o 126 million surgical masks
o 9 million face shields
o 21 million surgical gowns
o 993 million gloves
o An additional 15,400 pieces of PPE were sent to nursing homes.
o 100,000 ventilators will be manufactured in 100 days. No American who has
needed a ventilator has gone without one.
o The Army Corps of Engineers built temporary field hospitals including one at the
Javits Center in New York City. They also constructed alternative care sites in
states across the country.
o The U.S. Navy deployed the USNS Comfort and USNS Mercy hospital ships.
o 100 Project Airbridge flights arrived in the U.S. carrying nearly 750 million
pieces of PPE and other medical supplies.
o Answering President Trump’s call, private sector companies including Ford
Motor Company, Apple, Ralph Lauren, Brooks Brothers, 3M, and others stepped
up to produce PPE and medical supplies.
o We have strengthened the strategic national stockpile for any challenge.
• The Trump Administration will distribute $12 billion in Provider Relief Fund payments
to 395 hospitals across the country.
• President Trump has taken steps to protect our nation’s seniors and the most
vulnerable.
o The Administration raised the infectious disease standards at nursing homes.
o Supplies and critical assistance continues to be delivered to our seniors.
o HHS announced nearly $1 billion in grants to assist older adults providing
necessary services.
• The USDA worked to deliver 1 million meals per week to rural kids out of school.
• Ivanka Trump and Secretary Perdue launched the $3 billion Farmers to Families
Food Box program.
• President Trump took important measures to secure the border and keep our nation
safe.
o The President quickly issued a travel notice for China and increased airport
screening before there was a case in the U.S.
o The Administration secured the border and issued critical travel restrictions
which slowed the spread.
o President Trump announced the U.S. is putting a 60 day pause on immigration to
ensure our workers are protected.
• The State Department brought home more than 50,000 Americans stranded overseas as
a result of coronavirus travel restrictions.
• President Trump ordered the Department of Energy to purchase oil for the strategic
petroleum reserve.
• The White House Office of Science & Technology Policy announced a public-private
consortium to advance coronavirus research and provide access to computing
technology for researchers.
• The Trump Administration is providing health and economic support
to underserved communities impacted by coronavirus.
o $2 billion has been invested in community health centers.
o President Trump delivered $1 billion to Historically Black Colleges and
Universities, Hispanic serving institutions, and other minority serving
institutions impacted by the coronavirus.
o The Federal Government is helping cover the cost of the treatment for uninsured
Americans.
• President Trump is putting America First and holding the World Health Organization
(WHO) accountable for the mismanagement of the coronavirus.
• President Trump and the White House Coronavirus Task Force released guidelines for
opening America safely.
o “Opening Up America” is a data-driven approach that empowers our nation’s
governors to make decisions based on the situation on the ground.
o Governors across the country are creating roadmaps to reopen their states.
o Coronavirus Commission for Safety and Quality in Nursing Homes was
established.

Immigration
President Trump is working to secure our border.
• President Trump is fulfilling his promise to build a border wall, with sizable portions
already finished or under construction.
o It’s expected that 450 miles will be finished by the end of 2020.
o 212 miles of border wall have already been completed.
• Under President Trump, the U.S. Border Patrol has arrested hundreds of members of
dangerous gangs.
• The President has strongly enforced our nation’s immigration laws by cracking down
on illegal immigration and taken aim at “sanctuary cities.”
• President Trump has called on Congress to close dangerous loopholes such as “Catch
and Release,” end chain migration, and end the visa lottery program which enables
illegal immigration.
• The Administration is looking to close the Flores Settlement Agreement that requires the
government to release families into the country after 20 days. This loophole has been
exploited by smugglers who use children as pawns to enter our country.
• We are closing asylum loopholes – recently, the Administration instituted a new rule
requiring migrants who come to our border to have previously applied and been denied
to a country they passed through.
• President Trump was successful in his efforts to get Mexico and the Northern Triangle
countries to step up and help stop the crisis at the border.
o President Trump’s successful negotiations led to border apprehensions falling
more than 70% from May (the peak of the crisis) to November 2019.
• In May 2019, President Trump announced a new immigration proposal that would
modernize our system and secure the border.
• The Administration has made it a priority to end human trafficking and is using many
resources to do so.
o Nine pieces of legislation aimed at combatting human trafficking and modern
slavery have been signed into law by President Trump.
o The Administration provided funding to support the National Human
Trafficking Hotline.
o The Anti-Trafficking Coordination Team (ACTeam) initiative more than doubled
convictions of human traffickers and increased the number of defendants
charged in ACTeam districts.
o President Trump became the first ever sitting president to attend the annual
meeting of the President’s Interagency Task Force to Monitor and Combat

o President Trump signed an executive order to establish a position in the White

Foreign Policy

actors.
• The United States has successfully decimated ISIS.
• Under President Trump, the number one terrorist leader Abu Bakr al-Baghdadi was
taken out.
• President Trump ordered the killing of Qassem Soleimani, the head of Iran’s elite Quds
Force and an evil, ruthless, and deadly terrorist.
• President Trump fulfilled his promise to name Jerusalem Israel’s capital city and moved
the U.S. Embassy.
o The President removed the U.S. from the U.N. Human Rights Council due to the
group’s blatant anti-Israel bias.
• President Trump released a bold vision for peace in the Middle East.
• President Trump held two historic summits with North Korean leader Kim Jong Un,
further demonstrating the Administration’s commitment to a denuclearized Korean
peninsula.
o The Administration has maintained tough sanctions on North Korea while
negotiations have taken place.
• President Trump’s maximum pressure campaign is countering Iran’s influence and
pressuring the regime to abandon its malign activities.
o President Trump withdrew the U.S. from the Iran Nuclear Agreement and

Trade

global allies.
• President Trump has kept his promise to deliver a modern and rebalanced trade deal to
replace NAFTA. The United States – Mexico – Canada Agreement (USMCA)
• President Trump negotiated a new United States-Japan trade deal with Prime Minister
Shinzo Abe. Japan is one of our strongest economic partners and this trade deal builds
on that partnership. It is a big win for American farmers, ranchers, workers, and
businesses.
• The Administration revised the United States -Korea Free Trade Agreement (KORUS) to
make it more beneficial to American workers.
• The President and European Union President Juncker agreed to a new trade deal that
strengthens and reforms our trade relationship. The agreement:
o Works toward zero tariffs, zero non-tariff barriers, zero subsidies on nonautomotive industrial goods.
o Makes it easier for the EU to purchase liquefied gas.
o Reduces trade and bureaucratic obstacles between the U.S. and the EU.
o Addresses unfair trade practices.

Environment

• The President and the Administration are continuing to pursue policies that encourage
environmental protection while promoting economic growth.
o Since 2005, our energy related carbon emissions have declined more than any
other country. This is expected to decrease in 2019 and 2020.
• Our nation’s environmental record is one of the strongest in the world.
o According to the White House, from 1970 to 2018, the combined emissions of
the most common air pollutants fell 74% while the economy grew over 275%.
• We have the cleanest air on record and remain a global leader for access to clean
drinking water. The President has taken important steps to restore, preserve, and
protect our land, air, and waters.
o The Save our Seas Act was signed into law in 2018. This law reauthorized the
NOAA Marine Debris Program, promoting international action to reduce marine
debris and authorizing cleanup and response actions that may be needed.
o The EPA has taken significant steps to clean up our contaminated sites and
hazardous sites.
o The EPA is more efficiently implementing air quality standards that will better
protect the environment and human health.
• President Trump announced the U.S. will join the 1 trillion trees initiative.
• The President’s management of our nation’s lands promotes conservation while
encouraging good stewardship and expanding recreational opportunities.
o Just this year, President Trump signed legislation designating 1.3 million new
acres of wilderness – the largest public lands legislation in a decade.
o The Department of the Interior proposed to open more than 1 million acres of
land for expanded hunting and fishing access.
o The President took important action to improve management of forests to help
prevent devastating forest fires.
• President Trump issued changes to the National Environmental Policy Act (NEPA) to

Energy
President Trump’s policies have begun to unleash our nation’s energy potential.
• President Trump signed an Executive Order to expand offshore oil and gas drilling and
open more leases to develop offshore drilling.
• The U.S. is the largest producer of oil and natural gas in the world.
• The Administration acted aggressively to increase exports of energy resources to the
global market and allowed financing for coal and fossil energy projects.
• President Trump has approved the infrastructure and provided the resources needed to
unleash Oil and gas production in the U.S.
o The Keystone XL and Dakota Access pipelines were approved, supporting an
estimated total of 42,000 jobs and $2 billion in wages.
o The New Burgos Pipeline, a cross-border project that will export U.S. gasoline to
Mexico, was approved.
o The Trump Administration reversed President Obama’s moratorium on new
leases for oil and gas development on Federal lands.
• The President rescinded President Obama’s costly Clean Power Plan.
• The President proposed the Affordable Clean Energy Rule to reduce greenhouse gasses,
empower states, promote energy independence, and facilitate economic growth and job
creation.
• The Administration has rescinded many costly Obama-Era regulations including the
methane emissions rule that would cost American energy developers an estimated
$530 million annually.
• The President announced his intent to withdrawal the U.S. from the unfair Paris Climate
Accord.

Agriculture
President Trump and his Administration continue to help our farmers.
• In 2018, President Trump signed a sweeping new Farm Bill into law.
o The Farm Bill provides support and stability to our farmers, expands crop
insurance, doubles how much farmers can borrow and helps open new markets
for our farmers.
• The President authorized the year-round sale of E15 gasoline which provided a boost to
America’s corn growing communities.
• Red tape that has harmed American farmers have been rolled back.
o This includes eliminating the burdensome Obama-era Waters of the United
States rule.
• The historic Tax Cuts and Jobs Act protected family farmers from the estate tax.
o Thanks to the President’s historic tax cuts legislation, the effective tax rate for
farmers is expected to fall from 17.2% to 13.9%.
• President Trump is standing up for America’s farmers by negotiating fairer, freer, and
more reciprocal trade deals that remove barriers and open markets for American
farmers.
o President Trump signed the United States-Mexico-Canada Agreement (USMCA)
into law.
▪ The USMCA will increase America’s Agricultural exports by $2.2 billion.
▪ The USMCA will eliminates Canada’s discriminatory programs that allow
low-priced dairy products to undersell our nation’s dairy producers.
▪ USMCA includes expanded market access for dairy products, eggs, and

o In a deal with the European Union, American soybean exports will be increased.
o President Trump reached a new trade agreement with Japan. As a result, Japan
will eliminate or reduce tariffs on approximately $7.2 billion in U.S. agricultural
exports.
o President Trump continues to stand up to China and their unfair trade practices
which target our farmers.
• The Trump Administration has authorized a total of $28 billion in aid for farmers who
have been subjected to unfair trade practices.
• The Trump Administration continue to support and expand markets for America’s
farmers.
• Japan’s market has been opened to all American beef.
• Restrictions have been eliminated on:
o American pork exports to Argentina.
o American beef to Brazil.
o Idaho chipping potatoes to Japan.
o American poultry to South Korea.
• President Trump signed an Executive Order directing Federal agencies to streamline
the agricultural biotechnology regulatory process.
• The Trump Administration is working to promote connectivity in rural American by
investing in rural broadband.
• President Trump is working to protect our Nation’s forests.
o In 2018, the President signed an Executive Order aimed at increasing
responsible forest management and coordinating Federal, State, tribal, and local
assets to prevent and combat wildfires.
o In order to preserve the health of our forests, the Agriculture Improvement Act
of 2018 was signed into law.
• President Trump and his administration continue to provide necessary disaster relief to
impacted areas.

Education
President Trump and his administration are putting students and families first.
• The President understands the importance of education and continues to declare the
last week in January National School Choice Week.
• The President signed a historic Executive Order that promotes and protects free speech
on college campuses.
• President Trump and his Administration support the Education Freedom Scholarships
and Opportunity Act.
• In 2019, President Trump signed a memorandum that eliminates 100% of student loan
debt for permanently disabled veterans.
• The President continues to work with the Department of Education to expand
transparency and give students expanded access to vital information about the career
outcomes of the programs they enroll in.
• President Trump has made Historically Black Colleges and Universities a priority,
including appropriating more money to HBCUs in one year than any other president
and establishing a Presidential Board of Advisors on HBCUs.
o President Trump signed the FUTURE Act into law. The law permanently funds
HBCUs and simplifies the FAFSA application
• The President is committed to expanding and strengthening education in science,
technology, engineering, and mathematic (STEM).
o President Trump issued a presidential memorandum encouraging the
Department of Education to promote STEM, especially Computer Science.
o President Trump directed more than $200 million per year to technology

Military and Veterans
President Trump is protecting America and our allies by rebuilding our military and ensuring
our veterans receive the care they deserve.
• President Trump has restored American military strength.
• Under President Trump’s leadership, Congress passed three historic National Defense
Authorization Acts (NDAA).
o The FY2020 NDAA authorized a historic $738 billion in defense spending.
o The FY2020 NDAA includes a much needed 3.1% pay raise for our troops, the
largest in a decade.
o The FY2020 NDAA establishes the United States Space Force to ensure American
dominance in space.
• President Trump signed the Veterans Accountability and Whistleblower Protection Act
to allow senior officials in the Department of Veterans Affairs (V.A.) to fire failing
employees and establish safeguards to protect whistleblowers.
• The President signed the V.A. Choice and Quality Employment Act of 2017 to authorize
$2.1 billion in additional funds for the Veterans Choice Program (VCP).
• The President signed the V.A. MISSION Act revolutionizing the VA system, increasing
choice, and providing quality care for our nation’s veterans.
• The Trump Administration created a new White House V.A. Hotline, staffed by veterans

• The administration expanded telehealth access for veterans.

their economic potential by 2025.

technology and bridge the digital gender divide.
o The 2X Women’s Initiative: Aimed at mobilizing $1 billion in capital to support
women living in the developing world. This initiative has already mobilized
more than $140 million from the private sector to support women in Latin
America and the Caribbean.

Black Americans
Black Americans have a true champion in President Trump.
• Black Americans have experienced record low unemployment under President Trump.
o In May, 283,000 new jobs were created for Black Americans.
• The poverty rate among black Americans is at its lowest level in history.
o Under President Trump, 350,000 fewer black Americans are living in poverty.
• During the President’s first year in office, the black American poverty rate fell to 21.2%
down from 22% the year before.
• As a result of the historic Tax Cuts and Jobs Act, nearly 9,000 Opportunity Zones were
created in all 50 states, DC, and 5 territories.
o Opportunity Zones will create jobs and spur investment in disadvantaged
communities.
o These Opportunity Zones will spur $100 billion in private capital investment and
impact 1.4 million minority households.
o More than half the residents of Opportunity Zones are minorities.
• President Trump signed the historic FIRST STEP Act into law.
o The FIRST STEP ACT has been widely hailed as the most meaningful criminal
justice reform in a generation.
o This landmark legislation included necessary reforms to our justice system,
improves our prison system, and prepares inmates for reentry in our
communities.
o As a result of the First Step Act, more than 3,000 Americans have been released
from prison and 90% of those who have had their sentences reduced are black
Americans.
o The First Step Act shortens mandatory minimum sentences for nonviolent drug
crimes and provides judges greater liberty to go around mandatory minimums.
o The law also allows offenders sentenced under racially motivated mandatory
minimums to petition for their cases to be re-evaluated.
o President Trump was awarded the 2019 Bipartisan Justice award by the
nonprofit 20/20 Bipartisan Justice Center. The President received this award for
his “ability to work across the aisle to achieve meaningful progress in reforming
our criminal justice system.”
• President Trump has committed his Administration to advancing second chance hiring
for former prisoners. This includes launching a “Ready to Work Initiative.”
• The Trump Administration has fought for a federal tax credit on donations that fund
scholarships to private schools, a proposal supported by 64% of African Americans.
• President Trump has made supporting Historically Black Colleges and Universities
(HBCUs) a top priority.
o In February 2017, President Trump announced the President’s Board of

o President Trump has appropriated more money than any other president to
HBCUs.
o The President signed legislation to increase federal funding for HBCUs by 13%,
the highest level ever.
o President Trump signed the FUTURE Act into law. The law permanently funds
HBCUs and simplifies the FAFSA application.
o The President worked with Congress to lift the ban on Pell Grants on summer
classes.
o Through the Capital Financing Program, the Administration has provided more
than $500 million in loans to HBCUs.
o The President directed the entire federal government to develop a strategy to
support HBCUs. To date, this has been supported by 32 departments and

o The Administration has forgiven more than $300 million in outstanding debt for
four schools impacted by natural disasters and the budget provided $10 million

faith based HBCUs from accessing federal support.
o The Administration continues to work with HBCUs to expand apprenticeship

impacted by coronavirus.

Hispanic Americans
Under President Trump’s leadership the Hispanic American community has thrived.
• Under President Trump, Hispanic Americans experienced record low unemployment.
o In May, 662,000 jobs were created for Hispanic Americans.
• The Hispanic American unemployment rate hit several record lows in 2019, including
falling below 4% for the first time in history.
• The median Hispanic American income rose by $1,786 during President Trump’s first
year in office.
o In 2017, the median Hispanic American income hit its highest ever recorded
level ($50,486).
• Since taking office, the Hispanic American homeownership rose by more than a
percentage point (46.3% to 47.4%).
• President Trump renegotiated freer and fairer trade deals such as the USMCA.
• President Trump has stood up to socialism and communism in Venezuela, Cuba, and
Nicaragua.
o Thanks to pressure from President Trump, over 50 countries followed President
Trump’s leadership in recognizing Juan Guaidó as the legitimate leader of
Venezuela.
o The Trump administration has rolled back President Obama’s disastrous
rapprochement with Cuba, which only benefited the country’s dictatorship
instead of its people.
o At the direction of President Trump, the Treasury Department has imposed
sanctions against senior officials in the Nicaraguan regime for their role in
human rights abuses and undermining democracy.
• The President has made it clear that American interests do not align with failed socialist

Asian Pacific Americans
Under President Trump’s leadership Asian American unemployment has reached record lows.
• Asian Pacific American unemployment hit record lows under President Trump.
o The lowest ever record unemployment rate for Asian Americans (2.1%) came in
June 2019.
• Asian Pacific Americans are the largest beneficiaries of the historic Tax Cuts and Jobs
Act, receiving an average tax cut of $2,560.
• President Trump has been working with the White House Initiative on Asian Americans
and Pacific Islanders and the U.S. Department of Justice to combat Asian-American hate
crimes during the Covid-19 pandemic. President Trump has a zero tolerance for
discrimination—protecting the Asian American community is a top priority.
• President Trump signed the Fostering Undergraduate Talent by Unlocking Resources
for Education (FUTURE) Act into law, permanently reauthorizing more than $250
million in annual funding for minority-serving institutions such as the AANAPISI (Asian
American Native American Pacific Islander-Serving Institutions) program that enrolls
nearly half of all APA undergraduate students nationwide, especially serving those from
low-income backgrounds.
• President Trump signed the “Hmong Veterans’ Service Recognition Act,” authorizing
burial in any open national cemetery of Hmong veterans that fought for the U.S. during
the Vietnam War.
• President Trump signed the “Chinese American World War II Veterans Congressional
Medal Act” (S1050; H.R. 2358) into law in 2018. It is a bi-partisan legislation that is
dedicated to recognize the sacrifices and services of Chinese American servicemembers
to our country during World War II.
Working Families
President Trump is committed to supporting working families.

(CTC), receiving an average benefit of $2,200 – totaling credits of $88 billion.
o In tax year 2019, nearly 6 million families benefitted from the child and
dependent care tax credit (CDCTC), receiving an average benefit of $551 –
totaling credits of $3 billion.
• President Trump approved the largest paid parental leave program ever, guaranteeing

LGBTQ
President Trump’s Administration defended rights of the LGBTQ community.
• Candidate Donald Trump was the first Republican nominee to mention LGBTQ rights in
his acceptance speech at the 2016 Republican National Convention. During the speech,
Trump pledged to “protect LGBTQ citizens.”
• President Trump pledged to enforce the 2014 Executive Order protecting the rights of
the LGBTQ Community in the workplace.
• President Trump launched a global campaign to decriminalize homosexuality. The
effort is being led by U.S. Ambassador to Germany Ric Grenell.
o As he pledged at the 74th General Assembly of the United Nations, President
Trump and his Administration stand in solidarity with LGBTQ people who live in
countries that punish, jail, or execute individuals based upon their sexual
orientation.
o The President’s remarks in September 2019 were the first time a U.S. president
has explicitly brought up the decriminalization of homosexuality in remarks
before the UN.
o The Trump Administration put pressure on Russian federal authorities to speak
out on the campaign and to take steps “ to ensure the release of anyone
wrongfully detained.”
• President Trump has taken the lead on increasing HIV support at home and abroad.
o In 2017, the Trump Administration launched the PEPFAR Strategy For
Accelerating HIV/AIDS Epidemic Control (2017-2019), which will support
efforts in more than 50 countries “to ensure access to life-saving services.”
o In 2017, the Trump Administration said sustained funding for HIV/AIDS
programs is among the “highest priorities” in the budget.
o In his 2020 FY budget, President Trump took a strong stance to aggressively

Plan for AIDS Relief.
