The Ready Room – Representative Scott Franklin

Hello Friend,

Welcome to my e-newsletter, the Ready Room. As a retired Naval Aviator, the Ready Room is special to me because it’s where fellow aviators meet to brief and debrief missions. This is my weekly briefing to you on my mission in Congress. Please follow me on Facebook, Twitter, Instagram, and YouTube for regular updates on how my team and I are working to serve you in Congress.

THE FIGHT TO SECURE OUR BORDER CONTINUES

Laken Riley, a 22-year-old nursing student from Georgia, was brutally murdered by Jose Ibarra, a criminal illegal immigrant from Venezuela. Ibarra was arrested in New York last year on other charges, including theft. He was soon released back on to the streets before fleeing to Georgia before killing Laken. Tragedies like this are occurring around the country due to the crisis at the southern border.

I cosponsored and voted for the Laken Riley Act to ensure criminal illegal immigrants, like Ibarra, are charged and deported for theft-related crimes. Protecting our communities must be our highest priority. This bill passed the House and now awaits action in the Senate.

ZERO TOLERANCE FOR ANTISEMITISM

In the first 18 hours after the October 7th attacks, antisemitic language on some social media sites increased by 488%. And in many cases, pro-Palestine protests on college campuses have turned violent. This despicable behavior has no place anywhere.

That’s why I cosponsored the Antisemitism Awareness Act to direct the Department of Education to establish a standard definition of antisemitism when investigating antisemitic acts. This bill will ensure stronger protection for the Jewish community from discrimination and prevent potential personal bias from administrators.

@RepFranklin Ok, now enforce it @POTUS.

@RepFranklin 21 illegal immigrants were just arrested in a human trafficking bust in FL-18, once again proving EVERY state is a border state! @PolkCoSheriff is right: @POTUS
and the Senate must put politics aside and pass H.R. 2 to secure our border.

@RepFranklin Today I joined @SpeakerJohnson, @SteveScalise, @GOPMajorityWhip & my @HouseGOP colleagues as we set the record straight on the real state of our union. President Biden will paint a very different picture tomorrow night, but Americans aren’t fooled.

@RepFranklin Under @POTUS’ watch, the State of the Union isn’t as strong as he thinks it is:

  • Over 8 million illegal immigrants have invaded the US
  • Inflation has risen by 17.9%
  • Failure to project strength to our adversaries
  • Destroyed America’s energy independence

@RepFranklin Americans are dying from the Biden Administration’s border policies and he wants to talk about Shrinkflation. #SOTU

@RepFranklin Under @POTUS’ watch, over 20,000 unvetted Chinese nationals have illegally crossed the Southern Border. This is a massive threat to our national security.

Congressman Greg Stuebe March 10, 2024

March 10, 2024

Dear Floridian,

This weekend marks the time of year when we continue the antiquated practice of changing our clocks. For years, I’ve been at the forefront of the movement to abolish this practice and instead embrace the concept of permanent Daylight Saving Time year-round. The benefits are abundant, ranging from bolstering our agriculture economy to enhancing public safety. Taking concrete steps towards this goal, I’ve championed bills both at the state and federal levels, aiming to preserve more of our cherished Florida sunshine throughout the year.

Additionally, I had the honor of hosting Ms. Gillian Kaye, an advocate for the safe return of all Hamas-held hostages, including her stepson Sagui Dekel-Chen. The presence of Ms. Kaye and Sagui’s father, Jonathan at the State of the Union this week was critical to help keep national and international attention on bringing all six remaining American hostages home.

I also was happy to vote in support of the Laken Riley Act this week. This legislation addresses illegal immigrant crime and further underscores our commitment to securing our borders to prevent such incidents in the future.

As a member of the Weaponization subcommittee, I participated in a hearing to expose concerning instances of massive government surveillance, particularly regarding the financial data of American citizens.

Joining Families of Our American Hostages at the State of the Union

I was honored to have Ms. Gillian Kaye, an advocate for the safe return of all Hamas-held hostages, including her stepson Sagui Dekel-Chen, as my distinguished guest for the 2024 State of the Union. The presence of Ms. Kaye and Sagui’s father, Jonathan at the State of the Union this week was critical to help keep national and international attention on bringing all six remaining American hostages home. Additionally, I participated in a bipartisan press conference on Capitol Hill alongside the families of Americans held by Hamas, underscoring the urgency of bringing the hostages home.

Passing The Laken Riley Act to Fight Illegal Immigrant Crime

This week the U.S. House passed the Laken Riley Act, H.R. 7511, with a vote of 251-170, in effort to combat illegal immigrant crime. I was honored to vote in favor of this critical legislation. The legislation requires Immigration and Customs Enforcement (ICE) to issue detainers and take custody of illegal aliens who commit theft-related crimes, such as shoplifting, as defined by state and local law. The bill, aimed at equipping ICE and state governments with enhanced tools, addresses key immigration issues, including condemnation of President Biden’s weak border policies and empowering state Attorneys General to pursue injunctive relief. The passage of this act underscores a bipartisan commitment to restoring the rule of law and ensuring justice for victims like Laken Riley, whose tragic murder could have been prevented with effective immigration enforcement measures.

Exposing Massive Government Surveillance of Americans Financial Data

As a member of the Select Subcommittee on the Weaponization of the Federal Government, I joined a hearing where we examined troubling evidence of federal law enforcement agencies engaging in extensive surveillance of American citizens’ financial information, without proper justification. This surveillance, conducted by agencies such as the Treasury Department’s FinCEN and the FBI, appears to target individuals based on political and religious affiliations protected by the Constitution. As a member of this subcommittee, I am committed to ensuring transparency and accountability in our government agencies to protect the fundamental freedoms of all Americans.

The Webster Wire

Listening to Floridians

Dear Friends:

Last week, I along with several colleagues introduced legislation to declare the crisis at the southern border an invasion. This will help bolster the legal arguments of states in federal court. Secretary Mayorkas dereliction of duty to enforce our border laws have turned every state into a border state and are forcing state officials to take action to protect Americans. I’ve been to the Southern Border in Eagle Pass, Texas and seen the crisis firsthand. Thanks to President Biden’s failed border policies, there have been over 8 million illegal border crossings, with over 340 known individuals being on the terrorist watchlist. Make no mistake, this is an invasion of our nation’s borders. I have and will continue to advocate for and support policies and legislation that secures our borders and sensibly reforms our immigration laws.

Protecting Seniors Access to Medications

I recently co-sponsored H.R. 5526, the Seniors’ Access to Critical Medications Act of 2023 that would make permanent a waiver issued by the Centers for Medicare and Medicaid Services (CMS) during the COVID-19 public health emergency (PHE). This waiver allowed Medicare patients to receive critical medications by mail or allow caregivers and family members to obtain medications for them. A priority of mine is delivering on our promises to seniors and ensuring that they have the care they need. I am committed to protecting Medicare, keeping our promises to seniors, and preserving retirement security for every generation.

Ensuring our Veterans the BEST Care

Serving veterans and ensuring they receive the care and benefits they earned is one of my top priorities. Last week, I co-sponsored H.R. 7434, the Better Examiner Standards and Transparency (BEST) for Veterans Act, which would ensure only licensed health care professionals conduct medical disability examinations (MDEs) on behalf of the VA. We must ensure licensed health care professionals are conducting MDEs that will allow for more accurate and efficient disability ratings. If you’re a veteran or know one in my district who needs assistance with their VA benefits, please contact me.

Following the Evidence

House Republicans are following the money, evidence, and proper procedures as we investigate President Biden’s influence peddling scheme. Last week, the House Committees on Oversight and Judiciary held a deposition of Hunter Biden as part of their ongoing impeachment inquiry into President Biden. The evidence uncovered in his testimony confirms much of the evidence we uncovered to date; however, parts of his testimony are inconsistent with other witnesses’ testimonies indicating the need for a public hearing. I applaud Oversight Chairman James Comer and Judiciary Chairman Jim Jordan for releasing the transcript of Hunter Biden’s deposition before the committee to the public. Government accountability and transparency are among my top priorities, and I will continue doing my part to ensure that President Biden and his Administration are held accountable for not enforcing federal law and abusing their powers.

Seeing and Serving You

In the district, I spoke to the students of East Ridge High School who are participating in the Capitol Hill Challenge of Securities Industry and Financial Markets Association (SIFMA) Foundation. The SIFMA Foundation is dedicated to fostering knowledge and understanding of financial markets. I was welcomed by Susan Paul, Economics Teacher, and Principal Julie Robinson-Lueallen along with the students and other staff.

In Washington, I recently met the CEO of Community Healthcare Centers Inc., Dr. Debra Andree. We discussed their workforce development needs that are met through training programs, loan forgiveness, and eligible providers. I am pleased to support our nation’s community health centers and am working to ensure adequate funding for the essential services they provide to millions of Americans who access medical care through them. Central Florida is home to several community health centers, and I have visited multiple Health Centers throughout our region. While serving as Speaker of the Florida House, I led the State Legislature to establish one of the first community health centers as a pilot program in Central Florida. Since then, they have grown statewide and provide important healthcare services to Floridians. Thank you, Community Healthcare Centers Inc. for all the work you have done in our community!

Last week, while I was in Congressional committee meetings my legislative staff met with members of Florida’s chapter of the American Legion. They met with the Past Commander and Honor Guard Member of American Legion Post 347, Joan Suelter, and Alternate National Executive Committee Member, Jerry Brandt. In their meeting, they discussed several topics including my support for initiatives that provide our nation’s military members and veterans’ access to education, retraining and employment opportunities.

My legislative staff also met with VFW/Auxiliary Post 2093 members, Cate Manley, President of the Apopka Chamber of Commerce, member of the Orlando Mayor Veterans Advisory Board, and Mike Manley, Assistant Adjunct American Legion State of Florida. They discussed my co-sponsorship of H.R. 1282, the Major Richard Star Act, the need to expand mental health resources, and expanding research into whole health therapies and programs. The men and women of our military routinely face unique risks in the line of duty. I remain committed in ensuring our veterans receive the care and benefits they earned. We owe you a debt we can never repay.

DEFUNDING SANCTUARY CITIES

Gallup found immigration ranks as the top issue of concern for Americans, even above the economy. Open border policies are exhausting community resources and leaving Americans vulnerable to preventable crime. Yet many cities have declared themselves a “sanctuary” from federal immigration laws, but still receive federal tax dollars.

That’s why I cosponsored H.R. 5717, the No Bailout for Sanctuary Cities Act, to block federal funding from flowing into any jurisdiction with sanctuary cities that allow the migrant crisis to metastasize and endanger their own residents.

COUNTERING THE CHINESE COMMUNIST PARTY

The CCP seeks global military and economic dominance by weakening our economy, infiltrating our education system and using our own technology against us. We must hold China accountable.

I was pleased to cosponsor H.R. 7476, the Countering Communist China Act, a comprehensive effort to counter the threat we face from China. This important bill:

  • Places trade restrictions on Chinese military and surveillance companies,
  • Sanctions Chinese apps that steal Americans’ data,
  • Blocks federal funding to universities who receive any funding from the CCP,
  • Holds China accountable for their human rights abuses against Uyghurs.

ENHANCING SPECIALTY CROP INNOVATION

Our district is home to over 200 specialty crops that feed the nation and the world. To meet the growing demand to feed millions during labor shortages, we need agricultural technology innovation.

That’s why I joined my colleagues to urge the Agriculture Committee to make time-saving technologies more affordable for growers and prioritize mechanization and automation research and development as they develop the next Farm Bill.

Dear Floridian:

Happy Birthday Florida! Today is a monumental day in Florida’s history, as we became the 27th state. We’re blessed to live in the free state of Florida!

This week, the House passed a short term Continuing Resolution (CR) to continue funding the government at the same Biden-Schumer-Pelosi spending levels for another week. We must stop spending into oblivion. We are $34 trillion in debt and we must secure conservative policy priorities and shut down the invasion at the Southern border.

I sent a letter to Secretary Mayorkas on Friday demanding information about the illegal immigrant arrested by Charlotte County Sheriff’s Office for rape. Demanding Information from DHS on Illegal Immigrant Arrested for Rape in Charlotte County

I sent a letter to Department of Homeland Security (DHS) Secretary Alejandro Mayorkas on Friday demanding information on Santo Felix Cruz-Ramos, a 25-year-old illegal immigrant reportedly from Honduras. Charlotte County Sheriff’s Office arrested Cruz-Ramos on charges of sexual battery in Englewood, Florida after a woman stated to the Sheriff’s office that she had been raped. Thanks to Joe Biden and Alejandro Mayorkas, the world’s criminals know they can easily enter our country and terrorize our citizens. Florida is a law-and-order state. The Biden administration must answer for when this criminal illegal was released into the interior of the United States and what was known about him. As the federal representative for Charlotte County, I take seriously my responsibility to provide oversight of the Biden Administration’s Department of Homeland Security. Floridians deserve better.

Countering Communist China

I joined my Republican Study Committee colleagues this week in introducing H.R. 7476, The Countering Communist China Act. The Countering Communist China Act is the largest and most comprehensive legislation addressing the Chinese Communist Party ever introduced in Congress. I firmly believe the CCP is America’s number one national security threat. The Biden administration has referred to China as America’s “competitor,”  but we must treat them as the adversary that they are. Our legislation targets the CCP on everything from data theft and unfair trade practices to their human rights abuses and indoctrination efforts at American universities. We must simultaneously bolster American domestic production to secure our supply chains and shore up our military’s national security authorizations to check China and hold Xi Jinping accountable.

Senator Rick Scott March 2, 2024

Friend,

This week, I continued my “Farmers for Rick Scott” tour at Parkesdale Farm Plant City, where I received major endorsements for my re-election campaign from Florida’s agriculture and state leaders, including Florida Commissioner of Agriculture and Consumer Services Wilton Simpson. It’s an honor to have his endorsement. Wilton is a great friend who I have had the pleasure to work with since my time in the governor’s office. We have gotten so much done over the years, but there is still a lot to do. Wilton and I will continue to work around the clock to ensure Florida’s farmers, growers and ranchers have the resources they need to succeed.

Recently, our great farmers have faced hardships like citrus greening and natural disasters. That’s why I’m fighting up in Washington to hold Joe Biden and Democrats accountable for using Florida farmers as a political tool to advance their radical agenda. We need to pass my Block Grant Assistance Act that would provide much needed relief for Florida’s farmers, ranchers, and growers. Florida farmers are some of the toughest people I know, and I will not stop fighting for them.

I’m grateful for the support of these great Floridians and for your continued support. Together, we’re going to defeat Joe Biden and radical Democrats in November. This election is the most important election of our lifetime. We need to turn things around before it’s too late. And things will only get much worse if Democrats keep control of the Senate and Joe Biden has four more years to destroy our country. But I’m optimistic that a Republican Senate, with President Trump back in the White House, can quickly reverse the damage Joe Biden and Democrats are doing to our great country.

Democrats’ Hearts are in Havana

Tampa, FL – Last week, members of the socialist “squad” were caught traveling to Havana to meet with officials from the Communist Cuban regime. Not only did they secretly meet with the communist regime, these squad members are also vocal supporters of Communist Cuba.

They voted against a resolution to stand in solidarity with Cuban protestors who took to the streets to oppose the Communist Cuban government for arbitrarily jailing Cuban citizens. They are also urging the Biden administration to remove Communist Cuba from the list of countries who are state sponsors of terrorism.

Statement from Team Rick Scott Spokesman Jonathan Turcotte: “Why hasn’t failed Florida Democrat-turned-Senate-candidate Debbie Mucarsel-Powell condemned this secret meeting between Communist Cuba sympathizers and the Cuban regime? It’s insulting to the thousands of Floridians who fled communist countries that members of Congress are normalizing a regime that arbitrarily jails its own citizens. Congresswoman Mucarsel-Powell should be ashamed of herself for not speaking out against this disgusting behavior by her Democrat colleagues. Would she have joined her colleagues if Floridians hadn’t rejected her, and she were still in Congress? Floridians deserve answers.”

TAPPED BY SPEAKER JOHNSON FOR AI TASK FORCE

In the AI arena, the world requires Congress to step up and lead. We have the largest economy in the world and the preponderance of AI thought leadership and R&D is happening in the U.S. By its very nature, private enterprise will try to press the boundaries in the name of competition.

Our adversaries have openly stated their desire to dominate the AI field. America must keep up with the pace of AI’s advancement. I thank Speaker Johnson for the opportunity to work with members of this task force to educate our colleagues on the urgent need to construct guardrails against emerging threats while also allowing technological innovation to flourish.

EXPANDING ACCESS TO VETERANS’ EDUCATION BENEFITS

The transition to civilian life looks different for every veteran. No matter a veteran’s career, education or personal priorities after serving their country, their transition should be as seamless as possible.

Unfortunately, most veterans education benefits expire after 10 or 15 years, and for dependents, there is either a year or age limit. That’s why I cosponsored H.R. 6300, the Veterans Education is Timeless Act, which enables veterans and their dependents to use these educational benefits regardless of age or timing.
