The Ready Room – Representative Scott Franklin

Hello Friend,

Welcome to my e-newsletter, the Ready Room. As a retired Naval Aviator, the Ready Room is special to me because it’s where fellow aviators meet to brief and debrief missions. This is my weekly briefing to you on my mission in Congress. Please follow me on Facebook, Twitter, Instagram, and YouTube for regular updates on how my team and I are working to serve you in Congress.

DEFUNDING SANCTUARY CITIES

Gallup found immigration ranks as the top issue of concern for Americans, even above the economy. Open border policies are exhausting community resources and leaving Americans vulnerable to preventable crime. Yet many cities have declared themselves a “sanctuary” from federal immigration laws, but still receive federal tax dollars.

That’s why I cosponsored H.R. 5717, the No Bailout for Sanctuary Cities Act, to block federal funding from flowing into any jurisdiction with sanctuary cities that allow the migrant crisis to metastasize and endanger their own residents.

COUNTERING THE CHINESE COMMUNIST PARTY

The CCP seeks global military and economic dominance by weakening our economy, infiltrating our education system and using our own technology against us. We must hold China accountable.

I was pleased to cosponsor H.R. 7476, the Countering Communist China Act, a comprehensive effort to counter the threat we face from China. This important bill:

  • Places trade restrictions on Chinese military and surveillance companies,
  • Sanctions Chinese apps that steal Americans’ data,
  • Blocks federal funding to universities who receive any funding from the CCP,
  • Holds China accountable for their human rights abuses against Uyghurs.

ENHANCING SPECIALTY CROP INNOVATION

Our district is home to over 200 specialty crops that feed the nation and the world. To meet the growing demand to feed millions during labor shortages, we need agricultural technology innovation.

That’s why I joined my colleagues to urge the Agriculture Committee to make time-saving technologies more affordable for growers and prioritize mechanization and automation research and development as they develop the next Farm Bill.

March 3, 2024

Dear Floridian:

Happy Birthday Florida! Today is a monumental day in Florida’s history, as we became the 27th state. We’re blessed to live in the free state of Florida!

This week, the House passed a short term Continuing Resolution (CR) to continue funding the government at the same Biden-Schumer-Pelosi spending levels for another week. We must stop spending into oblivion. We are $34 trillion in debt and we must secure conservative policy priorities and shut down the invasion at the Southern border.

I sent a letter to Secretary Mayorkas on Friday demanding information about the illegal immigrant arrested by Charlotte County Sheriff’s Office for rape. The Biden administration must answer for when this criminal illegal was released into the interior of the United States and what was known about him.

I joined my colleagues this week in introducing The Countering Communist China Act, the largest and most comprehensive legislation addressing the Chinese Communist Party ever introduced in Congress.

I announced a new interview in the Veterans History Project Series – a way to feature the accomplishments and military careers of Florida’s 17th district veterans. This interview features Army National Guard Veteran Dan O’Leary.

Demanding Information from DHS on Illegal Immigrant Arrested for Rape in Charlotte County

I sent a letter to Department of Homeland Security (DHS) Secretary Alejandro Mayorkas on Friday demanding information on Santo Felix Cruz-Ramos, a 25-year-old illegal immigrant reportedly from Honduras. Charlotte County Sheriff’s Office arrested Cruz-Ramos on charges of sexual battery in Englewood, Florida after a woman stated to the Sheriff’s office that she had been raped. Thanks to Joe Biden and Alejandro Mayorkas, the world’s criminals know they can easily enter our country and terrorize our citizens. Florida is a law-and-order state. The Biden administration must answer for when this criminal illegal was released into the interior of the United States and what was known about him. As the federal representative for Charlotte County, I take seriously my responsibility to provide oversight of the Biden Administration’s Department of Homeland Security. Floridians deserve better.

Countering Communist China

I joined my Republican Study Committee colleagues this week in introducing H.R. 7476, The Countering Communist China Act. The Countering Communist China Act is the largest and most comprehensive legislation addressing the Chinese Communist Party ever introduced in Congress. I firmly believe the CCP is America’s number one national security threat. The Biden administration has referred to China as America’s “competitor,”  but we must treat them as the adversary that they are. Our legislation targets the CCP on everything from data theft and unfair trade practices to their human rights abuses and indoctrination efforts at American universities. We must simultaneously bolster American domestic production to secure our supply chains and shore up our military’s national security authorizations to check China and hold Xi Jinping accountable.

Announcing a Veteran History Project Interview Featuring U.S. Army National Guard Veteran Dan O’Leary

Friday I announced a new addition to our Veterans History Project Series, showcasing the remarkable accomplishments and military journeys of the veterans from Florida’s 17th District. This interview highlights the esteemed United States Army National Guard veteran, Dan O’Leary. In the words of Dan O’Leary, ‘freedom isn’t free.’ His steadfast dedication to serving all Americans exemplifies true patriotism. We salute you, Dan, for your sacrifice and duty. Thank you for sharing your testimony of service. Our office will submit the interview to the Veterans History Project, an initiative of the Library of Congress’s American Folklife Center to collect and retain the oral histories of our nation’s veterans. If you are a veteran living in Florida’s 17th congressional district, please click here to participate.

That now includes his district’s town of Englewood. ‘This tragic incident underscores the urgent need to address the invasion of our country through our border. Our communities deserve safety and protection, which starts with a secure border. These criminals should never be in our country to begin with,’ he continued.”

Senator Rick Scott March 2, 2024

Friend,

This week, I continued my “Farmers for Rick Scott” tour at Parkesdale Farm Plant City, where I received major endorsements for my re-election campaign from Florida’s agriculture and state leaders, including Florida Commissioner of Agriculture and Consumer Services Wilton Simpson. It’s an honor to have his endorsement. Wilton is a great friend who I have had the pleasure to work with since my time in the governor’s office. We have gotten so much done over the years, but there is still a lot to do. Wilton and I will continue to work around the clock to ensure Florida’s farmers, growers and ranchers have the resources they need to succeed.

Recently, our great farmers have faced hardships like citrus greening and natural disasters. That’s why I’m fighting up in Washington to hold Joe Biden and Democrats accountable for using Florida farmers as a political tool to advance their radical agenda. We need to pass my Block Grant Assistance Act that would provide much needed relief for Florida’s farmers, ranchers, and growers. Florida farmers are some of the toughest people I know, and I will not stop fighting for them.

I’m grateful for the support of these great Floridians and for your continued support. Together, we’re going to defeat Joe Biden and radical Democrats in November. This election is the most important election of our lifetime. We need to turn things around before it’s too late. And things will only get much worse if Democrats keep control of the Senate and Joe Biden has four more years to destroy our country. But I’m optimistic that a Republican Senate, with President Trump back in the White House, can quickly reverse the damage Joe Biden and Democrats are doing to our great country.

-Rick

Democrats’ Hearts are in Havana

Tampa, FL – Last week, members of the socialist “squad” were caught traveling to Havana to meet with officials from the Communist Cuban regime. Not only did they secretly meet with the communist regime, these squad members are also vocal supporters of Communist Cuba.

They voted against a resolution to stand in solidarity with Cuban protestors who took to the streets to oppose the Communist Cuban government for arbitrarily jailing Cuban citizens. They are also urging the Biden administration to remove Communist Cuba from the list of countries who are state sponsors of terrorism.

Statement from Team Rick Scott Spokesman Jonathan Turcotte: “Why hasn’t failed Florida Democrat-turned-Senate-candidate Debbie Mucarsel-Powell condemned this secret meeting between Communist Cuba sympathizers and the Cuban regime? It’s insulting to the thousands of Floridians who fled communist countries that members of Congress are normalizing a regime that arbitrarily jails its own citizens. Congresswoman Mucarsel-Powell should be ashamed of herself for not speaking out against this disgusting behavior by her Democrat colleagues. Would she have joined her colleagues if Floridians hadn’t rejected her, and she were still in Congress? Floridians deserve answers.”

TAPPED BY SPEAKER JOHNSON FOR AI TASK FORCE

In the AI arena, the world requires Congress to step up and lead. We have the largest economy in the world and the preponderance of AI thought leadership and R&D is happening in the U.S. By its very nature, private enterprise will try to press the boundaries in the name of competition.

Our adversaries have openly stated their desire to dominate the AI field. America must keep up with the pace of AI’s advancement. I thank Speaker Johnson for the opportunity to work with members of this task force to educate our colleagues on the urgent need to construct guardrails against emerging threats while also allowing technological innovation to flourish.

EXPANDING ACCESS TO VETERANS’ EDUCATION BENEFITS

The transition to civilian life looks different for every veteran. No matter a veteran’s career, education or personal priorities after serving their country, their transition should be as seamless as possible.

Unfortunately, most veterans education benefits expire after 10 or 15 years, and for dependents, there is either a year or age limit. That’s why I cosponsored H.R. 6300, the Veterans Education is Timeless Act, which enables veterans and their dependents to use these educational benefits regardless of age or timing.

Supporting Florida Agricultural Producers

Image

Between an extreme hurricane season and ongoing issues such as citrus greening, Florida’s citrus growers continue to navigate significant challenges. Last week, I introduced the Block Grant Assistance Act which will ensure the U.S. Department of Agriculture (USDA) can provide needed relief to agriculture producers devastated by Hurricanes Ian and Nicole. This bill would provide the Agriculture Secretary needed authority to provide block grants to Florida to assist producers affected by recent hurricanes. Our Florida citrus industry is synonymous with the Sunshine State and the backbone of many of our rural communities. It’s critical that we support our growers in their time of need. Click here to learn more.

Acting to End COVID Lockdown Policies

Image

As President Biden said, “the pandemic is over.” While we are still managing COVID, we must get America back to normal, like we’ve done in Florida. This week, I supported three bills to terminate federal emergency COVID lockdown measures. These bills include:

  • The Pandemic is Over Act, which ends the Public Health Emergency declaration first issued by the Secretary of Health & Human services in January 2020.
  • The Stopping Home Office Work’s Unproductive Problems (SHOW UP) Act, which requires federal agencies to reinstate pre-COVID telework policies so federal workers can fully serve the American people.
  • The Freedom for Health Care Workers Act, which nullifies the COVID-19 vaccine requirement for healthcare workers.
  • A resolution terminating the pandemic national emergency declaration.

Securing Our National Oil Reserves

Image

For two years, the Biden administration has tapped the Strategic Petroleum Reserve (SPR) in an attempt to lower gas prices. These high prices were largely the result of policies restricting domestic energy supply implemented just days after Biden took office. New Committee Assignments

Image

I’m pleased to report that last week I was selected to serve on the House Committee on Veterans’ Affairs. Additionally, I was assigned to the following Appropriations Subcommittees:

– Agriculture, Rural Development, Food and Drug Administration

– Legislative Branch

– Military Construction and Veterans Affairs

Serving on these committees allows me to support Florida agriculture, my fellow veterans and make government work more efficiently for the people of FL-18. I appreciate my colleagues for trusting me with this opportunity and look forward to getting to work!
